Abstract: | In December 2018, the Japanese government passed a revised immigration control law, creating a new “Specified Skilled Worker (i) (ii)” visa status that enables foreign workers to be employed in varied manual labor jobs. The construction industry is one of the 14 specified industrial fields facing serious labor shortages due to rapid population decline. However, the definition of “skill” in the law regulating new visas is unclear and is therefore determined by a specific industry-led process for standardization of skill evaluation and examination. The purpose of this paper is to consider the meaning of “skill” in the construction industry in the age of globalization and labor restructuring. In doing so, I argue that the state of skill formation must be reconsidered to create an appropriate system for career development and improve working conditions faced by immigrant construction workers in Japan. |
