Abstract

The defeat and the democratization by GHQ (General Headquarters) were the crises that were serious for the Emperor system of Japan. The Lord Keeper of the Privy Seal (Naidaijin) who was the part of important aide of the Emperor has been abolished. It was the group of old attendants and active the Court officials to have supported the Emperor on the occasion of this unprecedented crisis. They transmitted the intention to the government in order to let you maintain the conservative custom that the Emperor expected and demanded consideration. Government Section which promoted a democratization policy in GHQ demanded the democratization of the Emperor system of Japan. Therefore, the Imperial Household Ministry was reduced the staff, and the scale was compressed, and it will be reorganized to the Imperial Household Office. In a reorganization process of the Imperial Household Office, the Court officials and Cabinet Legislation Bureau drew up a policy between the conservative Emperor and the democratic Government Section.
