Abstract: | We conducted an interview survey on randomly selected 300 local governments in the Philippines. Fortunately, we collected data from all the respondents with 100% response rates. It seems that we attained these high responses due to repeating pretesting, choosing an appropriate survey mode (interview), and creating trust with a local counterpart. |
